The NYCEIP is a public program for infants and toddlers (0-3 years) with special needs. Children with diagnosed conditions that lead to developmental delays, or children without diagnosis whose developmental delays are serious enough are eligible for the EIP. To refer a child to the EIP in New York City call 311.
If your child is found eligible for services by an approved multi-disciplinary evaluator, you, county (NYC) staff and other team members will develop an Individualized Family Service Plan (IFSP) to help the child and the family. EI services in the IFSP and authorized by the county (NYC) are provided at no cost to the family.
The county will arrange for the services and choose the provider based on the needs of the child and family. The child’s health insurance will be used to cover some of the costs. All other costs for EIP services will be paid for by the county and NYS. EIP services are provided where it is best for the child; home, center, day care and community setting. The EIP only covers EI services, not day care or other fees charged by community settings. Jumpstart EIP is approved by NYS DOH and has an agreement with NYS to provide EIP services.
